Gentlemen:

Millstone Nuclear Power Station, Unit No. 3 Construction Permit No. CPPR-ll3 In Reference (1), Northeast Nuclear Energy Company (NNECO) requested that Construction Permit No. CPPR-113 be amended by extending the latest date for completion of construction of Millstone Unit No. 3 from October 1,1979 to December,1985, with commercial operation scheduled for May,1986.

Northeast Utilities Service Company's (NUSCO) position with regard to an advancement of the in-service date of Millstone Unit No. 3 from 1986 to 1984 has been modified since the Reference (1) application. In the submittal, NUSCO stated that it would take into consideration reducing the ownership interest of Connecticut Light and Power Company (CL&P) and Hartford Electric Light Company (HELCO) and offer to New England and New York utilities an estimated 10 - 15% ownership interest in the unit.

On November 27, 1979, the Board of Trustees of Northeast Utilities voted to withdraw the 10 - 15% ownership interest offering in the unit.

As a result of the decision to withdraw the offering, coupled with inadequate rate relief resulting in an impaired financial condition and a need to reduce cash requirements, Northeast Utilities is no longer in a position to advance the in-service date of the unit.
