Enclosed is a June 25, 1979 letter from Jim Montgomery of Colorado who is Chainnan of the Interorganizational Advisory Committee (Radiological Emergency Planning and Preparedness), Conference of (State) Radiation Control Program Directors.
Item 7 of Jim's letter requests that FEMA inventory and redistribute Model CDV 700 Survey meters and CDV 138 dosimeters on areas around nuclear facilities. We would like to have your views on this matter with respect to (1) usefulness and (2) feasibility.

Dear Mr. Ryan:
On June 19-21, 1979 the interorganizational Advisory Committee (iOAC) in Bethesda, Maryland, met to discuss various topics on radiological emergency response.
After. listening to Roger Blond,liarold Collins, Dr. Stephen Salomon (NRC) and Gail Schmidt (FDA/BIUI) and considerable discussion among ourselves we have the following comments:
1 Considerable discussion focused on the Sandia Laboratories report cr. titled " Accident Descriptions for Emergency Response Exercisc Scenarios" A2 the report contains important information concerning emergency response, we are interested in knowing how NRC intends on using the information contained in the report.
2.
All states involved with emergency response planning should be advised as soon as possible of the fact the concepts addressed in NUREG 0396 may be added to NRC's concurrence requirements (ie. NUREG 75/111).
3.
We understand you have recently completed a significart meeting with the Federal Emergency Management Agency (FEMA). Jie 10AC requests a written summary of that meeting and a more clear defi-nition of FEMA and NRC roles in the radiological emergency response field.

The 10AC would appreciate the opportunity to review an early draft of the emergency response exercise scenario being developed by Science Applications Incorporated.
We understand this scenario will be used in the exercising of several state plans up for con-currence this summer.
5.
The 10AC continues to view the development of a single comprehensive curriculum for all emergency response training courses as extremely important.
We strongly recommend that NRC and FEMA work together to accomplish this.

We recommend that an appropri. ate federal agency procure a suitable thyroid blocking drug approved by the Food and Drug Administration and make it available to all local jurisdictions within the vicinity of nuclear power plants.

The flRC should urge FEt1A to inventory and redistribute Model CDV 700 survey meters and CDV 138 dosimeters for use in Civil Defense moni-toring kits in areas around nuclear facilities.

We would like to reiterate our position regarding the need for funding of emergency response planning and the need for qualified federal consultants to provide technical assistance (not leadership) to state and local planners.

The 10AC recommends flRC require the establishment of a direct communications link between plant and off-site emergency response agencies.
'lh e 10AC should have the opportunity to review and comment on this system in early stages of development.

We recommend that federal funding be made available to state and local communities to develop emergency response plans for the Department of Defense, Department of Energy and large privately owned radiation facilities.
11.
The NRC shoeld take the lead coordinating role to insure consistency and compatibility for all federally sponsoted emergency response training programs.
12.
The 10AC agrees with and supports the conclusions and recommendations contained in the Cencral Accounting Office report entitled " Areas Around Nuclear Facilities Should Be Better Prepared for Radiological Emergencies" 13.
Although not without problems, as we have emphasized in earlier correspondence, we believe the concept of emergency planning zones as described in NUREG 0396 should be implemented as soon as possibic to provide needed improvements in most radiological emergency response plans.
Ilowever, wide variation may result during inter-pretation of the document.
I was elected Chairman to replace Dave Snellings.
Frank tfarcuso is Vice-Chairman, and Jack Kearns is Secretary.
The Conference of Radiation Program Directors is in the process of selecting a replacement for Dave Snellings to the 10AC.
We remain cager and ready to contribute in any way we can to provide guidance and expertise in all facets of radiolo~gical emergency response planning.
