SUBJECT:
DRAFT CIRCULAR - THE STATES COMPANY SLIDING LINK ELECTRICAL TERMINAL BLOCK
REFERENCE:
Memo from H. Thornburg to V. Gammill, et al, dated November 28, 1979, same subject.
The subject draft circular was reviewed as requested in the above refe rence.
NRR has the following comments.
1.
The penultimate paragraph should be changed to read as follows:
"All power reactor facilities with an operating license and/or construction permit are required to review each safety-related system to identify usage of States Company terminal blocks.
The licensee shall then take the following actions:
a.
Inspect all States Company teminal blocks and imediately replace any found defective.
b.
Either modify all such terminal blocks to correct the potential defect or replace them with terminal blocks not subject to the problem, or establish an on-going inspection program to verify the integrity of any unmodified States Company blocks."
2.
This problem merits follow-up by inspectors to ensure licensee compliance.
If a circular will not assure inspector follow-up, then another mechanism for follow-up is recommended.
