This is in regard to your request for approval of routes to be used for i

shipment of spent fuel from Pleasanton, California to Hanford/Richland, Washincton as contained in your letter of August 15, 1979.

We have determined that your " Primary Routing" which passes through por-tions of San Francisco-0akland, an urbanized area with total populations exceeding one million persons, does not meet the requirements of 10 CFR Part 73.37(a)(3). Accordingly, in view of the existence of an acceptable alternative route, the use of this route is disapproved.

The route designated " Alternate Routing" is judged to neet the regulatory requirements in accordance with 10 CFR Part 73.37 and accordingly is approved.

Based on recommendations b (CHP) the route overview (strip nap) y the California Highway Patrol has been orepared to bypass Fairfield, California. lle concur with the CHP and have prepared the route overview accordingly.

This approval in no way attests to the traffic and highway safety of the route nor implies an NRC endorsement thereof from a traffic and highway safety standpoint. Also the approval does not cuarantee that there will be no local or state legislation applicable to the route that restricts or prohibits the novement of radioactive naterials.

During the winter months when inclement weather with accompanying hazardous road conditions can occur with short notice, the aopropriate state police should be contacted with recard to road conditions before a shipment commences.

In this regard the California Highway Patrol, Northern Division Headquarters at Redding, California (Ph. (915) 241-5407) and the Oregon State Police, District V Headquarters at Bend, Orecon (Ph. (503) 382-4087) can provide current road and weather conditiens.

I um The initial arrangements with local law enforcement agencies along the route, as required by 10 CFR Part 73.37(a)(2), have been completed by the

NRC staff. Data relating to these arrangements and a copy of the approved E

route are enclosed. This information is to be incorporated into your i

shipment plan and provided to your carrier along with instructions p~

regarding its use.

Please note that the notification requirements of 10 CFR Part 73.72 for each individual shipment still apply.

p Since your proposal contains information of a type specified in 10 CFR Part 2.790(d), it is deemed to be cormiercial or financial information within the meaning of 10 CFR Part 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR Part 9.12.

For the same reason, the enclosure to this letter is being withheld.
