He have completed our review of the revised Security Personnel Training rad Qualification Plan.or your 11 orris Operation facility, which was transmitted by your letter of August 15,1979 and the change thereto which was' enclosed with your letter of October 1,1979. We have also completed our review of the revised Safeguards Contingency Plan for your Morris Operation facility which was forwarded by your letter of October 2,1979. We have determined that both of these revised plans, with the change as indicated, are now acceptable.

~ In view of the fact that the Physical Security Plan, the Safeg'uards Contingency Plan the Security Personnel Training and Qualification Plan comprise the essential elements of the overall physical protection program at your Morris Operation facility, we find it appropriate to incorporate, by reference, all of these plans into your license. Accordingly, we are hereby rescinding, in its entirety, Secti.on 1.0 of Materials and Plant Protection Amendment itPP-3 to your License No SNM-1265 and reissuing it as contained in the enclosure to this letter.

Each plan will become effective on the date indicated in the respective license condition.

He have detemined that the enclosures to your letters of August 15, October 1, and 2,1979 contain information of a type specified in 10 CFR 2.790(d).

Accordingly, they are deemed to be cocmercial or financial information within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR 9.12.

l.0 PHYSICAL PROTECTION REQUIREMENTS E

1.1 The licensee shall place into effect and comply with the following I

plans:

1 1.1.A The licensee shall follow the " Physical Security Plan - Morris

Operation, NEDS-14507-C," dated September 1978, as approved by

NRC letter of January 9,1979, and as revised by enclosures to i

the licensee's letters of April 16, August 13 and 31,1979; i

except as modified by these license conditions and as it may be further revised in accordance with the provisions of 10 CFR Part 70.32(e).

This license condition is effective imediately upon receipt by the licensee.

1.1. 8 The licensee shall follow the " Safeguards Contingency Plan -

Morris Operation, NEDS-14507-C2," transmitted by his le,tter of October 2,1979; except as modified by these license conditions and as it may be further revised in accordance with the provisions of 10 CFR Part 70.32(.e).

This license condition will become effective thirty (30) days after receipt by the licensee.

1.1. C The licensee shall follow the " Security Personnel Training and Qualification Plan - Morris Operation, NEDS-14507-C3," as trans-mitted by his letter of August 15, 1979, and as amended by the enclosure to his letter of October 1,1979; except as modified by these license conditions, and as it may be further revised in accordance with the provisions of 10 CFR Part 70.32(e). This license condition will become effective sixty (60) days after receipt by the licensee. -

1.2 No statement in the licensee's plans described in 1.1 above shall relieve the licensee of any requirement of 10 CFR Part 73, unless granted in a specific e'xception or exemption set forth in this section as a condition to his license.
