SUBJECT:

DISCUSSION OF GE0 LOGY OF PROPOSED SKAGIT SITE - OCTOBER 26, 1979 BACKGROUND On October 17, 1979, the USGS submitted its final status report to the NRC staff regarding its review of the proposed site for the Skagit Nuclear Power Project with respect to seismology and geology important to the design basis for the project. On October 2,1979, the staff completed its review and safety evaluation of the proposed site.

However, on October 10, 1979, the USGS notified the staff that information and data had come to its attention which would result in the USGS not being able to support the conclusions of its report to the staff.

The staff met with the USGS on October 18, 1979 and as a result concluded that it would take the staff some additional time to evaluate the data and information presented by the USGS.

The purpose of this October 26, 1979 meeting at Bethesda was to discuss the data and information with Puget Sound Power and Light Company.

Meeting participants are listed in the enclosure.

SUMMARY

During the working meeting the USGS presented the data and information which could result in a revised interpretation of the geology and seismology, partic-ularly with regard to high angle faults previously considered not to be potential high energy generators and therefore not controlling for the design basis of the project.

No conclusions were reached at the meeting nor were there any positions taken by the staff. However, consistent with the applicar.t's burden to provide necessary information for the staff's review, the staff indicated that new questions of the applicant would be formulated by the USGS/NRC in the near future.

The applicant's responses to the questions will be evaluated by the staff prior to issuance of a final SEP.
