SUPPLEMENTAL RESPONSE TO IE BULLETIN 79-01A (ASCO Solenoids)
Alabama Power Company submits the following supplemental response to IE Bulletin 79-01A. is a revised listing of valves in containment with ASCO solenoid valves. Additions to the listing submitted on June 13, 1979 are:
LCV-1003 -- Reacter Coolant Drain Tank Heat Exchanger Discharge HV-3766 -- Accumulator Tank Sample This list of solenoid valves (Attachment 1) was sent to ASCO for review.
From this review it was discovered that solenoid valves HV-8047, HV-8871 and HV-7126 contained acetal plastic parts and solenoid valves HV-3196, HV-3197, and LCV-1003 contained Buna N elastomer materials used as diaphragm, discs, and gaskets.
The solenoid valves on valves HV-8047, HV-8871, HV-7126, and LCV-1003 were replaced with solenoid valves not containing acetal plastic parts or Buna N materials. Attachment 2 is an updated list of ASCO solenoid valves in containment reflecting current solenoid valve catalog numbers.
Alabama Power Company has ensured that for all ASCO solenoid valves except HV-3196 and HV-3197 (Attachment 2):
(1) No parts of any solenoid valve contain acetal plastic material.
(2) No seals and gaskets of any solenoid valve contain Buna N material.
(3) All coils of solenoid valves are either HT or HB.
(4) All solenoid enclosures are at least a Nema 4 enclosure.
(5) A preventive maintenance program is being established for ACSO solenoid valves.
For valves HV-3196 and HV-3197 Alabama Power Company plans to replace the solenoid valves with ones that contain no Buna N materials.
It should be noted that a qualification test has been performed on HTX8210 solenoids by Fisher Valve. Results of this test indicate the HTX8210 solenoid can function for one hour at 320 F saturated steam and 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> at 2880F and be functionally and physically operable. This demonstrates closure of these valves can be achieved during accident conditions. Alabama Power Company has committed to keep valves HV-3196 and HV-3197 closed until they are fully qualified.
Also, during the walkdown of Farley-Unit 1 to determine types of solenoid valves, all of the solenoid valves for Henry Pratt 18" containment mini-purge valves were identified as containing high temperature coils, no acetal plastic parts, and no Buna N elastomer. This has been confirmed by Automatic Switch Company.
