Re: Farley 91clanr Plant-n'rrrants on NUREG-0610 Ebliowing are Alahuna Power Ocrupany's cmments on NUREG-0610 dated Septanber,1979:

1. The NUREG lists twnimin1 Events which would require notification of state and local authorities. The list includes itens that occur occasionally at nuclear power plants and are of no darger to the public. Ebr example, EOCS initiated, radiological effluent technical specification limits exceeded, nhmmal coolant tauperatures, failure of a safety or relief valve to close and several itsus requiring shutdown by techrdcal specifications and turbine failures, to rnention a few.

It is rot necessary to rotify state ard local autirrities of such events; presently, it is not a requirenent to notify the NFC of many such events. The list sfruld be revwi in scope to incluaa only events that could be of consequence to the public and should be clearly defined. If the NBC desires additional reporting to the Office of Inspection and Enforcenent, prasent technical specification requirenents should be amended. 1651 350 Acknowled;cd by cartf. ./ .T I.f. 19122 so Yb l
