Dear Mr. Flimming:

As you may be aware, ifr. J. Howard Proctor of the Decatur-fiorgan County Civil Defense was appointed to an Interorganizational Advisory Committee on Radiological Emergency Response Planning end Preparedness.

This Committee, with 4 members each from the flational Association of State Directors for Disaster Preparedness (recently renamed the National Emergency llanagement Association), the U.S. Civil Defense Council, and the Conference of (State) Radiation Control Program Directors, operates under the aegis of this latter organization and is chaired by Mr. James L.

liontgomery of the Colorado Department of Health.

Since the Committee was formed, a little over two years ago, it has served as a useful sounding board and common forum for these three major national organizations to exchange points of view and to review and comment on proposed and ongoing Federal programs relating to radiological energency planning and preparedness supportive of nuclear facilities and for transportation accidents involving radioactive material.

I would like to acknowledge fir. Proctor's valuable participation on the Committee. Also I would like to thank you for allowing fir. Proctor to spend the time necessary to attend the meetings several times each year.

Si

erely,
