Dear Mr. Cunningham:

As you may be aware, ltr. John J. Kearns of the Office of Emergency Services was appointed to an Interorganizational Advisory Committee on Radiological Emergency Response Planning and Preparedness.

This Committee, with 4 members each from the National Association of State Directors for Disaster Preparedness (recently renamed the National Emergency Management Association), the U.S. Civil Defense Council, and the Conference of (State) Radiation Control Program Directors, operates under the aegis of this latter organization and is chaired by ?!r. James L.

l'ontgomery of the Colorado Department of liealth.

Since the Committee was formed, a little over two years ago, it has served as a useful sounding board and common forum for these three major national organizations to exchange points of view and to review and comment on proposed and ongoing Federal programs relating to radiological emergency planning and preparedness supportive of nuclear facilities and for transportation accidents involving radioactive material.

I would like to acknowledge lir. Kearns' valuable participation on the Committee. Also I would like to thank you for allowing 11r. Kearns to spend the time necessary to attend the meetings several times each year.
