DEC 7 19 / 9 The Honorable Richard D. Lamm Governor of Colorado Denver, CO 80203

Dear Governor Lamm:

As you may be aware, !!r. James L. Montgomery of the Colorado Department of Health was appointed to an Interorganizational Advisory Committee on Radiological Emergency Response Planning and Preparedness.

This Committee, with 4 members each from the National Association of State Directors for Disaster Preparedness (recently renamed the National Emergency Management Association), the U.S. Civil Defense Council, and the Conference of (State) Rad ation Control Program Directors, operates under the aegis of this latter organization and is chaired by Mr. ftontgomery.

Since the Committee was formed, a little over two years ago, it has served as a useful sounding board and common forum for these three major national organizations to exchange points of view and to review and comment on proposed and ongoing Federal programs relating to radiological emergency planning and preparedness supportive of nuclear facilities and for transportation accidents involving radioactive material.

I would like to acknowledge fir. Montgomery's valuable participation on the Committee. Also I would like to thank you for allowing Mr. Montgomery to spend the time necessary to attend the meetings several times each year.

Sincerely, d

M Robert G. Ryan, Director Office of State Programs cc:
