This is in response to your referral, dated August 29, 1979, of a letter from your constituent, Ms. Gisela Topolski, dated August 25, 1979, relating to the Braidwood Station.

Although the nuclear plant itself is not sited over " shaft mines" and

" underground water," the cooling lake is situated on a previously deep-mined and strip-mined area. The deep mine shafts have been sealed, and the dike around the lake has a slurry trench of clay extending from the surface of the dike down to an impermeable layer of bedrock. This slurry trench is designed to prevent the seepage of water out of the cooling lake.

The hazards involved in the shipment of explosives by rail from Joliet Arsenal past the Braidwood Station have been thoroughly considered in tfie construction permit hearing before the Atomic Safety and-Licensing Board (ASLB). Af er hearing expert evidence on the question, the Board concluded that the ra}11 road 6.4 was far enough from the nuclear plant so that there was very small likelihood that any significant damage to the plant would result from the detonation of the explosives.

The Morris spent fuel storage facility is a number of miles away from the Braidwood Station. It is not clear from Ms. Topolski's letter what un-desirable interactions she has in mind.

It was made clear in the Final Environmental Statement and in the ASLB's decision that the population dose from the operation of the Braidwood Station would be a small fraction of that from natural background radiation. The dose from the Morris facility would be even smaller.

As to evacuation plans, the ASLB decision found that Commonwealth Edison's plan for Braidwood Station met the regulatory requirements of Appendix E to 10 CFR Part 50 (Enclosure 1). However, in recent months, there have been several developments aimed at improving emergency plans. The Commission has released a proposed rulemaking on evacuation plans. The Honorable Charles H. Percy joint EPA-NRC proposal for emergency plans (NUREG-0396) is pending for approval. Another action plan has been proposed which would extend the operation range of emergency plans to a radius of 10 miles from each nuclear plant.

It is expected that present-day emergency plans will be upgraded in the near future as a result of these recent developments.

I trust these comments will be useful in responding to Ms. Topolski's letter.
