,o DECi Ul9 Mr. Gene Lobe Chairman, Kitsap County Board of Directors Courthouse Port Orchard, WA 98366

Dear Mr. Lobe:

As you may be aware, Mr. Leland J. Daly of the Kitsap County Department of Emergency Services was appointed to an Interorganizational Advisory Committee on Radiological Emergency Response Planning and Preparedness.

This Committee, with 4 members each from the National Association of State Directors for Disaster Preparedness (recently renamed the National Emergency lianagement Association), the U.S. Civil Defense Council, and the Conference of (State) Radiation Control Program Directors, operates under the aegis of this latter organization and is chaired by Mr. James L.

Montgomery of the Colorado Department of Health.

Since the Committee was formed, a little over two years ago, it has served as a useful sounding board and common forum for these three major national organizations to exchange points of view and to review and comment on proposed and ongoing Federal pre : rams relating to radiological emergency planning and preparedness supportive of nuclear facilities and for transportation accidents involving radioactive material.

I would like to acknowledge Mr. Daly's valuable participation on the Committee. Also I would like to thank you for allowing Mr. Daly to spend the time necessary to attend the meetings several times each year.

Sincerely, Robert G. Ryan, Director Office of State Programs cc:
