PRELIMINARY NOTIFICATION January 12, 1979 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT

-- PNS-79-03 This preliminary notification constitutes EARLY notice of an event of POSSIBLE national security or public interest significance.

The information presented is as initially received without verification p; evaluation and is basically all that is known by IE staff as of tnu date.

FACILITY:

Browns Ferry, Units 1, 2 and 3 Tennessee Valley Authority (DNs 50-259, 50-260 and 50-296)

Athens, Alabama

SUBJECT:

BOMB THREAT A bomb threat was discovered written on a restroom wall in the plant Administration Building, which is inside the protected area, at 2:30 p.m. CST January 11, 1979.

Unit 1 is completing a refueling outage and Units 2 and 3 are operating.

The note which was printed in ink read, " Vietnam will be miniscule compared to the catastrophy (SIC) that will soon befall BFNP soon.

Don't worry about a layoff. Worry about a lay-under.

Plastic explo-sives will demolish this plant if placed in these strategic locations.

Vietnam taught me a lot of things besides how to kill Gooks.

Soon" The licensee notified the FBI at approximately 6:00 p.m. (CST) on January 11, 1979. A search was not conducted.

There has been no media interest in this event.

A news release is not planned by the ilRC or the licensee.

The State of Alabama has been informed.

Region II (Atlanta) received notification of this occurrence by telephone from the resident inspector at 3:30 p.m. CST on January 11.
