Dear Mr. Denton:
On November 6-8, 1979, the Nuclear Reactor Regulation emergency plan review team visited the Zimmer Station and met with us concerning the implementation of new emergency plan requirements.
At that time, it was requested that we respond to the various questions raised by the Staff by submitting a revised version of the ZPS-1 Emergency Plan in accordance with the format and the positions set forth in Regulatory Guide 17101, Appendix E to 10 CFR 50, and the acceptance criteria contained in Emergency Planning Review Guideline Number One - Revision 1, dated September 7, 1979.
Under the program established by the Commis-: ion for review of emergency plans, this submittal is the second step in the process.
The third step will be the Staff's review of the draft and the issuance of additional questions two weeks after receipt of this draft.
Thereafter, the applicant will submit its final position for meeting new requirements as an amendment to the FSAR.
Included with this submittal are six copies of a Draft ZPS-1 Emergency Plan responsive to the Staff's preliminary questions and prepared in accordance with the documents noted above.
Also included are three enclosures per Plan.
Enclosure 1 provides background information, including assumptions, which was used in the determination of the various Emergency Action Levels (EAL's) now included in the ZPS-1 plan.
Enclosures 2 and 3 summarize the status of the Ohio and Kentucky Emergency Plans.
Some of this material was given to the Staff at the Noventer meeting.
We are continuing to work with the State and Local authorities in this regard.
