April 27, 1979 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT--

PNS-79-38 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

FACILITY:

Pacific Gas and Electric Company Diablo Canyon Units Nos. 1 and 2 Docket Nos. 50-275 and 50-323 San Luis Obispo County, CA

SUBJECT:

BOMB THREAT On April 27, 1979, at 6:49 a.m. PST, an unknown male called the Grover City Police Department, San Luis Obispo County, CA and gave the following message:

"At 11:00 a.m.

1 bomb will go off at Diablo and blow-up Diablo and the rest of the coast."

The licensee was advised and conducted a search of the facility with negative results.

Contractors were advised and given the option of leav-ing the site or continuing to work.

Media interest is not expected by the licensee and no press release is planned.

As a result of this threat the San Luis Obispo Sheriff's Department in cooperation with the Grover City Police and the licensee's security organiz% ion has identified a possible suspect. No further information is available at this time.

The State of California has been notified of the threat only.

The IAT has been notified.

NRC, Region V (San Francisco) received telephone notification from the licensee at 8:30 a.m. PST, on April 27, 1979.
