Docket No. 50-312 Rancho Seco Nuclear Generating Station Your letter of October 23, 1979, requested the District to (1) inform you of our commitment to operate in accordance with your interim position for containment purge and valve operation, and (2) provide information which demonstrates that we have initiated the purge and vent valve ope.rability verification on an expedited basis.
The District responded to interim restrictions on purging and venting January 4, 1979 and June 15, 1979.
Following telephone conversations between responsible staff members, mutual agreement was reached on an aceptable maximum amount of purging and venting.
The District's position is, and has been, to limit the pu ging and vent-ing to as low as possible, consistent with those guide-lines.
The District will fperate the cont.tinment purge and vent in as passive a m6de as possible.
It should be reiterated that modi fications to containment isolation Cignals are unnecesrary.
Containment isolation is independent and uninhibited by other perge or vent control.
In our letter of November 9, 197) to Mr.

Eisenhut, Acting Director, Division of Operating Reactors, the District committed to participate in the Allis-Chalmers Corporation valve operability verification program. At-tached to this letter is a copy of a billing authorization issued to Allis-Chalmers Corporation for participation in their valve qualification program.

As outlined in our letter of 10/19/79 we have completed the tests at NASA Facilities in Langley Field, Virginia.
The test results are of significant importance relative to
' choke flow', or discharge-to-atmosphere condition.
Within six weeks the test report will be completed and available to you.
During the testing we used sufficient models and line simu-lation so that we can calculate the actual torque conditions, for your specific installation, based on the pertinent gunstions posed by the MRC.
The cost of a test report, including a statement relating your valve installation to the test and to the recent NRC questions is $4,287.00.
Please include in your purchase order as follows:
1.
One set of test reports as described in the Allis-Chalmers letter of 10/19/79.
2.
A statement relating our valves, in containment isolation, furnished by Allis-Chalmers, to the applicable UnC considerations in Guidelines for Demonstration of Operability of Purge and Vent Valves.

As we are all aware, the Nuclear Regulatory Commission is in the process of reviewing the various safety-related (NRC) not the 1 cast of which components within a nuclear power plant, are the containment isolation valves.
With this in mind, we are writing at this time to advise you of an opportunity to participate in a testing program (3) weeks.
