Dear Mr. Woodman:

This is in reply to your letter of November 6,1979.

I am sorry that I cannot give you any opinion on the future, such as dividends, of utilities in which you own shares.

I can tell you about some recent decisions of the Nuclear Regulatory Commission.

The Commission has estimated that it will take several months to develop new or improved safety objectives, detailed criteria for their implementation, and various implementation deadlines and has decided that new plants will not be licensed until the required criteria have been developed. The Commission recognizes that there will be a sic".ificant effect on the availability of power generating capacity if those plants now in the final states of construction do not receive operating licenses by the dates previously anticipated and will make every effort to avoid unnecessary delays.

The Commission has under consideration a rule that would condition the issuance of operating licenses and the continued operation of existing plants upon approval of State emergency response plans with fixed time periods. Such plans have received NRC concurrence for 14 States, are under review for 15 States, and are under development for 11 States (including Maine). The remaining States are not impacted by licensed nuclear power plants.
