PRELIMINARY NOTIFICATION October 25, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-434 This oreliminary notification constitutes EARLY notice of an event of POSSIBLE safety or occiic interest sionificance.

DIRECT TELEPHONE LINES TO FACILITIES POSSIBLE LOSC OF TELEPHONE SERVICE DURING LOSS OF 0FFSITE POWER On October 15, 1979, Davis-Besse had a reactor trip with subsequent loss of offsite power (PNO-III-79-17).
During the loss of offsite power the licensee lost their internal phone system but did not lose the system which connects them to Corporate Headquarters.
However, as a result of that it was determined and later confirmed that the NRC " hotline" requires 110V AC power which it gets from the site.
This power source is not on the vital bus and, therefore, the hotline would have been inoperable during loss of offsite power.
AT&T has been contacted and has confirmed that such a situation may exist at other sites becuase the majority of installations were installed in such a manner that 110V AC is needed from the site and it is not known whether tnis is being supplied from the vital bus.
AT&T is initiating action to determine the extent of the problem and engineer a suitable alternative ineans to power this system so that a protected source of power is available either from the telephone company or the site or both.
