Gammill, Acting Assistant Director for Operating Reactor Projects Division of Operating Reactors Office of Nuclear Reactor Regulation Nuclear Regulatory Conduission Washington, D. C.

Dear Mr. Gammill:
In your notice to all power reactor licensees dated October 2, 1979, you provided a seminar schedule by Oak Ridge Associated Universities which provides radiation safety training.
You asked that if this course was acceptable in lieu of our basic radiation course we should respond; and if not acceptable, we should state the reasons.
The course, as outlined, is fully acceptable as a basic radiation safety course. However, a one time certification is not acceptable in that Rancho Seco procedures require an annual recerti-fication of health physics training.
I would propose, as an alternative, NRC staff members requiring entry into the restricted areas need simply take our exam to assure that they have retained the information provided to them in the radiation safety course.
If they can satisfactorily pass that exam, our records will show that they have met the radiation safety requirements at Rancho Seco.
If they do not pass the exam, then they should take the course at Rancho Seco and be re-examined.
