SUBJECT:

EMERGENCY EQUIPMENT FOR U.S. COAST GUARD (USCG) 2MERGENCY TEAMS As you are aware, the USCG under the Department of Transportation, has an important role in emergency planning around nuclear facilities.

Their primary responsibility is to ensure public health and safety of all navigable waterways.

In NRC Region III alone, eleven operating reactor sites are situated near these waterways. Accordingly, facility emergency plans require " letters of agreement" with this agency. Also, Appendix E to 10 CFR 50 requires the licensee to pro-vide training to these offsite agencies.

It was brought to my attention by USCG representatives that their Sea ~:h and Rescue Teams do nct have radiological instruments or personnel monitor 1 g dosi-meters, yet these teams are responsible for evacuating the affected waterways.

Recent convarsations with FEMA representatives from Region V indicated that the states have additional radiological instruments which can be utilized by the USCG. Accordingly, I believe it appropriate that our agency contact the FEMA National Office and request them to provide the USCG Search and Rescue Teams (thru the states) with adequate radiological instrumentation.

Procedures for training and use of these instruments should be provided by the appropriate nuclear facility. The Emergency Planning Review Teams can ensure that this training is addressed in the facility emergency plan.
