SUBJECT:

PROPOSED MEETING WITH THE NATIONAL WEATHER SERVICE REGARDING THE EARLY WARNING AND NOTIFICATION CRITERION Cn November 16, 1979, I talked with Messrs. Lee Falwell and Earl Estelle with the National Weather Service regarding the use of NOAA Weether Radio for the early warning and notification criterion. As you are aware, area coverage with NOAA around some of the operating plants is not 100%.

Retep-tion of radio signale is difficult due to area terrain and the limited Ium-ber of approved frequencies. However, Mr. Falwell indicated that a foreth frequency (currently, only three frequencies exist) could provide the needed coverage.

The location of, and the need for additional transmission towers could be justified by the NRC's need. Additionally, a study by the National Weather Service of the entire problem could provide us with a solution.

Mr. Falwell suggested an informal meeting with our staff to set the ground work.

Mr. Falwell indicated the National Weather Service is willing to cooperate with us.

He also indicated that Dr. Richard E. Hallgren, Director, Nationn1 Weather Service, should be formally contacted regarding this matter.
