Dear Mr. Engelken:
The Sacramento Municipal Utility District has reached an agreement with Mr. R. Capra (NRC) to revise our response of May 2, 1979 concerning item 12 of IE BulJetin 79-05A.
A Standing Order will be issued to all operating personnel that the NRC shall be notified within one hour from the time the reactor is not in a controlled or expected condition of operation. The District has defined "the NRC" as the Duty Officer in Bethesda, Maryland. The District has defined "the reactor is not in a controlled or expected condition of operation" as a change in electricci generator output of more than 50 MWe which is not scheduled.
If the reactor is shut down, the NRC will be notified within~one hour if unplanned cessation of reactor coolant flow occurs.
An open communications channel is defined as a speaker phone located in the Control Room area (Red Telephone "llot Line") which will allow the Duty Officer the capability of listening to activities occurring within the Control Room.
This open communications channel shall remain open for each notification until the NRC personnel agree that it is no longer required. This requirement will be completed prior to proceeding above cold shutdown.
