9 NOV 1 1979 Mr. Pete Roberto Director of Civil Defense Post Office Box 2877 Agana, Guam 96910

Dear Pete:

Enclosed are the photographs (and negatives) of Mr. Macy and yourself that I took for you in Montana.

They look pretty good.

I have enclosed another photo of you, Frank Mancuso and the fellow from the District of Columbia whose name I don' t recall.

Also enclosed is our draft catalogue of training courses and the curriculum for both the planning course and the operations course (RERO).

RERO is the centerpiece of the training program.

I am enclosing five brochures outlining this course.

If you are interested in attending the RER0 course (or planning or coordi-nators course) let me or Mrs. Shirley Welch of our office know. Since you come from so far away, we will do everything to get you in one of the courses.

The FY 80 course schedule for RERO is enclosed.

The planning and coordinators courses are not conducted on any fixed schedule but rather "on request" from a State or groups of States.

Our schedule on these two courses is not yet firm for next calendar year.

We pay all travel and per diem costs for students.

For the RERO course, the single basic requirement for enrollment is in the enclosed letter from our Director.

I am also enclosing: 1) our basic emergency planning document (guide),

NUREG 75/111 and Supplement No. I to this document, 2) the U.S. EPA Protective Action Guide Manual, 3) the NRC/ EPA Task Force report on emer gency planning, and 4) NRC Regulations 10 CFR 50 'E' and Regulatory Guide 1.101. Although these basic documents relate to commercial nuclear power stations, some of the guidance will be useful for any emergency plans you are developing for Guam for other purposes.

?

It was a pleasure to have met you Pete and we will do our utmost to take care of your radiological emergency responsc planning and preparedness training needs.

Although the time difference between Guam and the U.S. East coast is great and may preclude practical telephone calls, Mrs. Welch and I can be reached at 301-492-7210 or 7949 or 3255. We usually have someone in the office between 8:00 a.m. and 6:00 p.m. Monday through Friday.

Best personal regards.

Sincerely, N
