MacDonald dated 6/8/79 and 7/26/79, respectively As a result of the QA Program inspection performed by the NRC during the week of July 31, 1979, and a detailed review of all the materials used in the fabrication of the NAC-1 casks, certain material substitutions of a minor nature were docu-mented.
Revision 19 to NFS Drawing E10080, Sheets 1 through 4, has been prepared to reflect appropriate additions and revisions to the bill of material as determined necessary from the review.
A detailed analysis of each material substitution has been pre-pared and is appended which shows that the structural integrity of the cask and its ability to contain and to transport nuclear fuel safely has not been compromised.
It is requested that the amendment to Certificate of Com-pliance No. 6698, as proposed in the reference letters, be changed to reference Revision 19 of NFS Drawing E10080 which incorporates all changes in dimensions, tolerances, and mater-ials resulting from the QA inspections and reviews.
Based upon our review of quality assurance records, drawings, and cask measurements, the NAC-1 packages, NAC-1B, NAC-lD, and NAC-lE, t2ve been constructed in accordance with Drawing No. E10080, and the three packages meet the requirements of Certificate of Compliance No. 6698 modified to incorporate Revision 19.

APPENDIX Revision 19 to NFS Drawing E10080 has been prepared to reflect the results of a detailed materials review of the manufacturing records and drawings for the NAC-1 Casks. A number of minor differences or additions to the bill of material on Drawing E10080, Revision 18, were noted and have been included.

Change No. 1 - Cask Lid, Lid Flange, and Base ASTM Specification A-351 covers eighteen grades of austenetic steel castings including CF8C. To be consistent with other items on the bill of material, this change specifies CF8C as the particular grade of A-351 material that can be used for Items 1, 2, and 3 on Drawing E10080.
Change No. 2 - Cap Screws The cap screws for Item 11 of Drawing E10080 are described as 1/4" - 20 UNF.
The description of the threads is in error.
This change proposes to iden-tify the cap screws correctly as 1/4" - 20 UNC.
Change No. 3 - Port Cover 0-Rings The 0-Ring material furnished for Item 25 of Drawing E10080 by Parker under Specification D-2000-70 has included Type S-604-70.
This 0-Ring material is made of silicon, as is Type S-455-70, in accordance with the requirements of the specification. Although Type S-455-70 is compounded to be resistant to very high temperatures, since this application is for port cover 0-Rings which are not subjected to high temperatures during normal operation and are protected by the insulated port covers and the upper impact limiters during accident conditions, the use of the Type S-604-70 material is acceptable.
This change also corrects the material designation to read -70, instead of
-7, in order to conform to the Standard Parker Catalog designation for hardness of 0-Ring material.

Change No. 4 - 3/4" Pipe The manufacturing records for the NAC-1 casks show that ASTM A-312 material, both Types 316 and 347, was used for the 3/4" pipe of Item 31 on Drawing E10080. ASTM A-312 is the standard specification for seamless and welded stainless steel pipe.
Item 31 covers the material for the drain pipe in the neutron shield tanks.
The pipe in this application is not a safety item since it is outside the containment and it is not used as a structural m ember. The neutron shield tanks provide a corrosion inhibiting environ-ment which precludes any degradation of the fill pipes during the cask service life. The A-312 Type 316 or 347 material is acceptable for this particular application and will in no way adversely affect the safety or performance of the NAC-1 casks.
Change No. 5 - 3/4" and 1" Thick Plate The manufacturing records for the NAC-1 casks show that ASTM A-27f Type 321 material was used for Items 34, 68, and 93 of Drawing E10080. ASTM A-276 is the standard specification for stainless, heat resisting bars and shapes.
ASTM A-480 is a general specification which covers flat rolled, heat resisting stainless steel plate, sheet, and strip. The materials covered by both of these specifications have identical chemical compositions.
The use of bar stock material rather than plate material in these applications in no way reduces the safety or performance of the NAC-1 cask.
Change No. 6 1/2" and 2.0" 0.D. Tubing ASTM A-213 Type 304, A-249 Type 304, and A-269 Type 304 materials were used as substitute material for the tubing used in the upper impact limiter bolting mechanism as specified in Items 37 and 39 of Drawing E10080.
The tubes do not perform any structural function as the 1-1/2" 0.D. tubing is used only for the torque transmission of the impact limiter bolts and the 2" 0.D. tubing serves as a guide for the bolts. A-213 Type 304 covers seamless ferritic and austenetic steel boiler and superheater tubes which, in addition to corrosion resistance, has excellent properties at elevated t e=p era ture.
The chemical properties of A-213 are the same as for A-554 presently included on Drawing E10080 except that silicon content is slightly lower (0.75% versus 1.0%) for the A-213 Type 304 material.
This slight re-duction in silicon composition has no effect on the safety of the cask.
ASTM specification A-249 is a standard specification covering several grades of welded austenetic steel boiler, superheater, heat-exchanger, and condenser welded tubes made from austenetic steels. The material furnished under the A-249 grade Type 304 is relatively corrosion resistant due to the inclusion of such alloying elements as chromium and nickel.
The other substitute material, A-269 Type 304, is the standard specification for seamless and welded austenetic stainless steel tubing for general corrosion resistance and for low or high temperature service. Although Type 304 stainless steel is generally sensitive to corrosion due to carbide precipitation, the small amount of welding performed on the tubing was done using approved and certi-fied welding techniques and procedures thus precluding any sensitization of the metal to corrosion.
The safety or performance of the NAC-1 cask is in no way degraded or compromised by the use of A-213 Type 304, A-249 Type 304, or A-269 Type 304 material.

Change No. 7 - 1/2" Pipe The manufacturing records show that ASTM A-312 Type 316 material was used for Item 38 on Drawing E10080. A-312 is the standard specification for seamless and welded stainless steel pipe intended for high temperature and general corrosive service. The inclusion of molybdenum in Type 316 steels improves the high temperature characteristics of the material and prevents serious pitting when it is exposed to a corrosive environment.
The use of the A-312 Type 316 material does not degrade or compromise the safety of the NAC-1 cask.
Change No. 8 - 8" Pipe The manufacturing records indicate that ASTM A-376 Type 321 material was used for Item 38 of Drawing E10080.
The stress intensity at the design temperature of 300 F (trunnion design temperature) for A-358 Type 347 or 348 material is the same as that of the A-376 Type 321 material actually used in the fabrication. A-376 Type 321 utilizes Titanium as the stabili -
ing element rather than Columbium as used in A-358 Type 347 or 348.
This difference is insignificant relative to the safety and performance of the NAC-1 cask.
Change No. 9 - Safety Head for Cavity Rupture Dis; The safety head supplied by the manufacturer for Item 51 of Drawing E10080 utilizes Type 316 stainless steel rather than Type 304.
Type 316 is a better material in this application because of its improved corrosion resistance compared to 304 type stainless steel.
Fblybdenum is included in Type 316 steel to improve its high temperature characteristics and to preclude serious pitting in a corrosive environment.
The use of Type 316 stainless steel in no way degrades or compromises the safety of the NAC-1 cask.
Change No. 10 - 5/16" Thick Plate The manufactu'ing records indicate that ASTM A-312 Type 321 material was used for lter 67 of Drawing E10080. ASTM A-480 is a general specifica-tion covering the requirements for flat rolled stainless and heat resist-ing steel plates, sheets, and strips under each of the following specifi-cations:
A-167, A-176, A-177, A-240, and A-412.
The design stress intensity values (S ) and the mechanical properties for the substituted material A-312 Type *321 and A-240 are the same within the range of temperatures applicable to the NAC-1 casks. Hence, the two materials are interchangeable without any loss of safety or performance of the casks.
Change No. 11 - 5/16" or 14-1/8 0.D. SCHD 20 Pipe The manufacturing records show that ASTM A-312 Type 321 material was used for Item 70 of Drawing E10080. The analysis provided above for Change No. 10 is also applicable to this Item and shows that A-312 Type 321 material can be used without any loss of safety or performance of the casks.

Change No. 12 - Port Cover The corrosion and scale resistant steels under the AISI Type 410 designa-tion includes the plain chromium steels in which a proper balance is maintained between the carbon and chromium content so that the alloys respond to hardening by heat treatment (martensitic stainless steels).
The material used on one cask for Item 85 of Drawing E10080 was ASTM A-240 Type 410. This general specification, A-240 Type 410, covers martensitic stainless steel in plate, sheet, and strip form. The A-240 Type 410 material has chemical compositions and mechanical properties similar to AISI Type 410 stainless steel. Accordingly, the use of this material in no way compromises the safety or performance of the cask.
Change No. 13 - Depth of Counterbore Depth of counterbore is specified as 1.100 deep.
The three place accuracy as shown is extreme for this machine operation and the change of the specification depth to 1.1" deep is acceptable from a structural viewpoint and will permit compliance during machining.
