The P. H. Glatfelter Company wants to be en record as a streng supporter for naclear energy.

Nuclear fission is an indispensable source of energy in our country. The cost of imported oil, balance of payments and inflation problems facing cur nation will not be helped by banning or decreasing the use of nuclear fission to produce electrical energy.

The single, largest technology which can reduce cur de-pendence on foreign oil is nuclear power generation. It offers the United States a clear, relatively inexpensive and safe scurce of power whose technolcgy for production we new possess.

The P. H. Glatfelter Cc=pany is a Pulp and Paper Manu-facturer lccated just 20 miles frc= Three Mile Island. Needless to say, we were concerned and remain concerned abcut nuclear safety. We believe the Nuclear Industry's track reccrd is a gccd one. However, the NRC cannet relax its safety standards, ncr can the Cc==issica or the American public give up and ban nuclear energy. What is needed is a strccg effort by the Nuclear Industry and the NRC to re-establish confidence in the operation of nuclear units.

Improved training of cperators and improved preventative

=aintenance =easures are necessary. The training systems and procedures worked out by NASA for cur successful =cen flights might find application in the Nuclear Industry.

Secretary of the Ccmmission October 29, 1979 The Glatfelter Ccmpany also is concerned about the inflated electrical costs that are being experienced due tc the shutdown of TMI Unit 1 and the accident of Unit 2. .

The fuel adjustment charge will be 2.8 times higher with both units down. This is due to the high cost of oil and ccal-fired replacement power for the low-cost nuclear gener-ation.

At Glatfelter Ccmpany, Safety is a major ingredient in cur manufacturing process. Because of hard work, constant day-to-day training and correction of unsafe conditions, our mill is a safety leader in the pulp and paper industry. We hold the World's Record for the most consecutive days of operating without a lost time accident. Our experience has shown that safe equipment and operating precedures can be established, enforced and accepted.

We urge you to expedite the return of TMI Unit 1 to pro-duction and to work with the General Public Utilities Corporation to rehabilitate TMI Unit 2.
