Dear Dr. C,
obb:
This confirms the discussion Mr. Bolling held with you following our recent review of the Mississippi radiation control program. The review l
covered the principal administrative and technical aspects of the i
Department's pr'ogram. This included an examination of the program's funding ano personnel resources, examination of emergency response capabilities for agreement materials; and the status of the State's I
l radiation control regulatiorts.
In addition, there was an examination of a selected sample of licensing, inspection and enforcement I'
I activi ti es.
i As a result of our review of the State's program and the routine exchange of information between the Nuclear Regulatory Commission and the State, I
the staff believes that the State's program for regulation of agreement material is adequate to protect the public health and safety and is compatible with NRC's program for the regulation of similar material.

, e were pleased to see that a new member was added to the professional Wstaff of the radioactive materials program. At present the program has pww-
~~
a staffing level of 0.64 person-years, including managerial support, for the administration of each 100 licenses. We believe that the
. remaining vacancy should.be_ filled..as..soon as pdsible.' 'It is' oui-l

. remaining staff has averted significant program deficiencies.
We recommend the State consider a reclassification and review of the salary schedule for the professional staff in the radiation control program.
Job descriptions should adequately reflect the professional Iresponsibilities of the health physicists.
The need to recruit and
. retain qualified persons makes a review of the salary schedule important.
IEnclosed is a list of median Agreement State staff salaries as compiled
.'during 1978.
Those Agreement States in close geographical proximity to Mississippi are flagged with an asterisk.
