The following is submitted in response to your letter dated September 12, 1979, concerning I.E. Bulletin 79-23.

The neutral of the primary windings of the field excitation transformers for the Vogtle Nuclear Plant emergency diesel generators are not grounded.

There is no connection between the neutral of the generator and the neutral of the primary windings of the field excitation transformer. Thus, no path exists for the flow of circulating currents and no corrective action is required.
