SUMMARY

OF AUGUST 16, 1979 MEETING ON MAINTAINING THE SAFETY REVIEN EFFORT ON COMANCHE PEAK Summary A meeting was held in Bethesda, Maryland with representatives of the Texas Utilities Geherating Campany (TUGCO) on August 16, 1979. The TUGC0 was rep-resented by Mr. C. K. hist and Mr. Siva Kumar (Gibbs and Hill). The NRC staff was represented by Mr. S. B. Burwell and Mr. R. L. Baer (part-time).

The purpose of the meetir:g was to discuss methods of maintaining the safety review effort on the Comarche Peak application. The applicant had proposed to anticipate and provide ear 3y responses to second round questions and staff positions. We discussed tha methods to be used by the applicant to antici-pate those items on which adiitional information will be required by the staff and how this information would be identified and documented in the FSAR The applicant will describe these matters in a letter in the near fu l.o re.

Meeting Details We described the current efforts of the NRC staff to complete the work of the several Task Study Groups established by the Three Mile Island, Unit 2 accident.

TUGC0 was told that we anticipate that a letter will be sent to all applicants in the next several weeks defining the short-term Lessons Learned requirements which evolved from that accident. We descriwd how we are organizing our case-load work to make our reviews more efficient and we have established priorities for the available staff reviewers. We also stated that we are attempting to rapidly expand our staff resources. However, we expect that the applicant's proposal will shorten the overall calendar review time by providing early responses to many of the NRC staff's issues and concerns during the immediate period until NRC resources become available to resume the CPSES review. TUGC0 was advised of our plan to supplement the NRC staff by using review teams from the national laboratories for certain specializations, but that the details are not available. We stated that we will advise on cur specific plans by letter when they are finalized.

The applicant proposes to anticipate the NRC staff second round questions and staff positions, and to respond by providing this information in future FSAR amendments. The applicant plans to include questions and responses in the

" Questions and Responses" section of the FSAR as if these questions were authored by the NRC staff reviewer. The questions will be identified as originating from the applicant and the procedure will be explained in the FSAR.

The applicant will survey the following sources to identify the supplemental information to include in the FSAR:

1.

Recent second round questions and NRC staff positions on other dockets.

2.

Open items identified on selected dockets.

(We suggested the Sequoyah SER in the near term and the Summer SER when it becomes available.)

3.

Unresolved Safety Issues identified in NUREG-0510.

4.

Category 2, 3, and 4 items identified in Question 400.3.

The applicant plans to work on the proposed early submittals over the next six to eight months by which time we expect to re-establish suitable review mile-stones to complete the safety review on a schedule consistent with the Unit 1 fuel load date.
