PROPOSED IMPOSITION OF CIVIL PENALTIES - 54,300 This is to inform the Co.amission that a Notice of Violation and a Notice of Proposed Imposition of Civil Penalites in the amount of Four Thousand Three Hundred Dollars ($4,300) will be issued on or about September 4, 1979, to the University of Minnesota.

This action is based on fifteen alleged items of noncompliance with NRC regulations and/or license conditions, involving such matters as internal exposures of personnel, failure to make suitable measure-ments of concentrations of radioactive material in air or perform other monitoring to help prevent overexposures to radiation, securing radioactive material against unauthorized removal and the instruction of personnel in the safe use of material.

None,of the items of noncompliance involved an immediate threat to the public health and safety.

A news release has been prepared and will be issued about the time the licensee receives the Notice.

The State of Minnesota will be notified.

It should be noted that the licensee has not been specifically informed of the enforcement action.
