OFFICE OF INSPECTION AND ENFORCEMENT EN-79-05 NOTIFICATION OF SIGNIFICANT ENFORCEMENT ACTION July 12,1979 Licensee:

United Nuclear Corporation Wood River Junction, Rhode Island Docket No.70-820 License No. SNM-777

Subject:

PROPOSED IMPOSITION OF CIVIL PENALTIES - $15,750 This is to inform the Commission that a Notice of Violation and a Notice of Proposed Imposition of Civil Penalties in the amount of Fifteen Thousand Seven

Hundred Fifty Dollars ($15,750) will be issued on July 16,197% to United Nuclear Corporation. This action is based upon identification of nine alleged items of noncompliance with NRC regulations and/or license conditions which were identified during inspections conducted between September and November, 1978.

The severity or significance of the afleged items of noncompliance (one violation, seven infractions and one deficiency) coupled with repetitiveness of t'ree of the items, indicated that the licensee had not fully implemented the required physical securit'y and material control and accounting programs.

None of the items of noncompliance involved an immediate threat to the public health and safety.

It should be noted that the licensee has not yet been specifically informed of this enforcement action. The schedule for issuance and notification is:

Following NRC staff evaluation of the response, the civil penalty may be remitted, mitigated or imposed by Order.
