Dear Bill:
This acknowledges your letter of October 26, 1979 concerning the American Atomics Corporation application for a radioactive materials license. The original application has been reviewed by our Office of Nuclear liaterial Safety and Safeguards (NMSS) and their (.oments are attached. Mr. Lubenau discussed these with Mr. Graves last month. The sJpplementary submissions (2) and Draft Environmental Report have been forwr.rded to NMSS with a request for review. In view of the fact that we concluded the original application is significantly deficient, and our review of the supplemental materials is not complete, further submissions by the applicant in this interim period will only lengthen the time for our review and risk confusing the issues. Rather, we would prefer to complete our review of the documents currently in hand and provide you witir our comments. We emphatically agree that this application is a highly complex, technical one. We believe that technical consultation, such as with NRC, can be extremely valuable, if not essential to assure a comprehensive, satisfastory review is made by Tennessee of the health and safety aspects of the proposed operations. Please be assured we will assist you in any way in this regard and as expeditiously as our resources permit. Sincerely, G.
