Dear Sir:
3ree : file Island : uclear Station, Unit 2 (T:II-2)
License :To. EPR-73 Docket :lo. SC-32C Reacter Containment Euilding Atmosphere Cleanup The ultiaate safe condition for the reactor and reactor containment tuilding requires ieco '

~ and re= oval of the reactor fuel.
To accomplish this it is necescar-/ that the existing ree.ctor building atmosphere, containing r-d5, he removed. Over the past fev months ve have studied the varicus alternativec for accomplishing removal of the r-SS, including a ec=prehensive safety anl environmental assess-ment. The results of these studies are contained in the attached report.
Of the four options axamined; charcoal adsorption and storage, gas compression and storace, cryogenic processing and storage, and atmospheric purge, ve strongly recc==end that atmospheric purge te the =cens for accomplishing the disposal of Kr-85 Cur studies shov that the purge operation, using controlled venting through the plant extaust stack and meteorological feedback, can te done with no significant hazard or radiation exposure either to the general population or the site.
The purge can =eet all technical specifications and !!EC radiological criteria. A significant advantage to the purge operation is that it can be accomplished in a relatively short time compared to the two to three years required for alternatives and this short time scale, in itself, is a significant safety advantage. The tire to implement alternatives to purge are such that we cannot guarantee full contain-ment integrity and would, in fact, expect general population doses to exceed those minimum levels resulting from purge.

,1979 GQL 1hl6 While details of the proposed purging operution are contained in the report, the salient features include:
1.
The controlled purge of the approximately hk,000 curies of Kr-85 is acec=plished from an elevated stack with significant dilution before reaching the site boundary.
In addition, purge vill be permitted only under conditions of favorable meteorology.
Cc prehensive evaluations indicate that the maxi:n= off-site lose resulting from total release vill be less than 5 cre.
Environmental monitoring vill be employed to detect the off-site ground level presence of any Er-35 above background.
2.
Controlled purging ices not require storage of Kr-85 for prolonged periods of time.
It accordingly is a permanent solution and eltninates all risks arising frc accidents with the three alternative methods.
3 Furging requires *cn.y slight mcdifications to existing equipment and, hence, is in operationally desirable and safe approach.
We are cognizant of the concern on the part of sc e renbers of the surrounding co=nunities abcut the venting of the Er-35 We are convinced, however, that this is the =cs: prudent and safest approach, with negligible radiological impact of handling the containment Er-55 Tne Company vill do vnatever it can to provide sufficient information to the public to assure them they vill te aware of the timing of releases and the results of the =cnitoring of both on-site and off-site radiation levels.
We vill be technically ready to proceed with contai nent purging in approximately one =cnth.
We are renuesting your approval to proceed with purging, subject to verification by NRC personnel on site of equipment and procedures, and are ready to meet with you to review the attachment or any other questions which you might have.
Verytrgyyours, 1
