An Emergency Preparedness fact finding and data collection reeting was held with representatives from Boston Edison Company (BECo) at the Pilgrin fluclear Station (PflPS) on September 25, 1979. The purpose of this session was to acquaint the flRC staff review team nenbers with special local features and site emergency facilities for the Pf!PS Unit 1 Emergency Plan. The !!RC staff then net with the licensee in public session on September 26, 1979 at fiecorial "all in Plymouth,flassachusetts to discuss the results of a pre-lininary review of the PNPS Unit 1 Emergency Plan against current criteria.

The purpose of this meeting was to openly discuss the flRC criteria that are nou being employed in the TIRC's effort to upgrade energency planning for all operating reactors. The public was invited to observe these proceed-ings. Approxinately 20 people were in attendance as observers. A list of meeting participants is included as enclosure 1.

On September 27, 1979 the fiRC staff net in public session with state and local authorities responsible for coordination and implementaticn of protective actions. The purpose of this neeting was to discuss with the state and local authorities the fiRC concepts of enercency operations. The public was also invited to observe these proceedings. Approxinately 30 people were in attendance as observers. A list of meeting participants is included as enclosure 2.

A period from 1 to 2 P.lf. was scheduled on September 27, 1979 to hear coments from the public on the subject of emergency planning for the Pilgrim Station. Approxinately 40 people from the general public attended this session, with at least 10 of them contributing a statement for consideration by the staff.

The staff requested that the licensee submit a revised energency plan incorporating the improvecents discussed at the meeting within five (5) weeks of the conclusion of the meeting. BECo comitted to review the staff criteria within the next 10 days, and submit a revised plan incorporating appropriate chances within five (5) ueeks.

'any of the comments received by the staff during the public comment period appeared to be from persons who were not in attendance during the previous sessions, but who were interested in closing down the Pilgrim Station on the premise that nuclear power is intrensically unsafe.

Some of the issues voiced included:

- costs of alert system - who pays?

- lack of public education

- 10 mile plan adequacy (Cape Cod)

- local notification

- logistics of evacuation At the conclusion of the meeting, the staff agreed to forward the questions on the PiiPS Unit 1 Energency Plan to DECO for formal consideration. CECO staced that a best effort would be expended in developing a revised emergency plan to address the staff's concerns.
