NOTICE OF ISSUANCE OF AMENOMENT TO FACILITY N
OPERATING LICENSE The U. S. Nuclear P.egulatory Commission (the Commis fon) has issue.1 Amendment No. 21 to Facility Operating License No. NPF-3, issued to The Toledo Edison Company and The Cleveland Electric Illuminating Company (the licensees), which revised Technical Specifications for operation of the Davis-Besse Nuclear Power Station, Unit No. i (the facility) located in Ottawa County, Ohio.
The r.ancment is effective as of its date of issuance.
The amendment changes the Technical Specification: by (1) extension of the calendar time to perform the first inservice inspections (ISI) of steam generator tubes after initial triticality, (2) special provisions for certain categorization of degraded and/or defecthe steam generator tubes in various defined groups, and (3) inspection interval requirements based on the categorization of the results of inspections of steam generator tubes.
The application for the amendment complies with the standards and requirements of the Atemic Energy Act of 1954, as amended (the Act), and ne Cer: mission's rules and regulations.
The Ccmmission has made appropriate findings as require:1 of the.ic and the Ccmmission's rules and regulations in 10 CFR Chapter I, whf:5 are se: forth in the license amendment.

The Commission has determined that the issuance of this amendment will not result in any significant environmental impact a that pursuant to 10 CFR 5 51.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
