Comments on Exxon Letter Dated Junt 22, 1979 Docket 70-1257 (Item reference numbers are the same as those in the enclosure to the June 22, 1979, letter from H. Paul Estey, Exxon Nuclear, to W. T. Crow)
We agree that the following additions do not require license amendments because their environmental effects were addressed adequately under your Phase III plan:

11.6 Operating Mezzanine Over the Pellet Press Area of the UO2 Building 11.7 Addition and Rearrangement of UO Building Process Equipment 2
Although the foregoing do not require authorization by license amendments, we believe it appropriate for you to provide descriptive information to update the safety demonstration. This coment applies particularly to Items 5,11.6 and 11.7.
The following should be addressed in license amendment applications:

The actions to be taken on detection of leakage past the primary barrier.
b.
The location of the new monitoring wells, the actions to be taken, and action levels for samples from those wells.
