Interrogatory 1 To what extent will the I;RC oversee and inspect the control building modifi-cations.
Response
The Control Paildin, mooification work will be examined by a construction inspector from the Region V Office of Inspection and Enforcement and by the Resident Inspector. The inspections conducted will include examination of quality assurance implementing procedures, construction procedures, specifications, drawings and quality records..The actual work-in-progress will be examined, on an audit basis, for conformance to the codes eid standards referenced in document PGE-1020, Report on Design flodifications for the Trojan Coi. col Building, Section 3.2.2-Applicable Codes, Standards, Guides and Specifications. The work expected to be examined will include material receipt, material storage, drilling and grouting of dowels, rein-forcing steel end concrete placement, concrete testing activities, concrete c'uring, welding, filler material control, nondestructive examination of welds, stud welding, and high strength bolting.
The inspections will be conducted to confirm that the modification work has been and is being performed in accordance with the approved design and pro-cedures and that the Quality Assurance program addressed in the PGE-1020 report has been implemented and followed. The quality of the materials used
' will also te assured through the inspections conducted.
Confirmation of completion of the modification work will be assessed by the above-described inspections and revicw of as-built drawings, quality records and QA reports on completed work.
It is expected that mproximtely 150 inspector mrhours wi:1 be required for this inspection program.

Interrogatory 2, To what extent will f;RC enforce compliance by PGE with stotements made in PGE-1020 and in response to questions and interrogatories! served on PGE regarding the methods and procedures for the modification work [?]
Response
In the event that the proposed modifications are authorized, the Staff intends to recommend to the Licensing Board imposition of a licensc-condition requiring that all authorized modification work be performed in accordance with the descrip-tions, procedures and commitments set forth in PGE-1020 as revised through the latest revision and as amended by the Liccasee's answers submitted in response to f;RC Staff r uestions. Any deviations or changes from these documents would 4
be made only in accordance with 10 CFR 50.59. With this license condition, implementation of the com1itments set forth in PGE-1020 and in responses to Staff questions will be required by the operating license and w111 be enforce-able in the same manner that technical specifications and license conditions are enforceable. To the best of our knowledge, the Staff has not depended upon any commitments made by the Licensee in interrogatory responses or sources other than PGE-1020 and responses to Staff questions for its evaluation of the adequacy of the methods anc,docedures for the modification work.
Unless such additional commitments are required to assure the safety and adequacy of the modification work or are specifically required by the Licensing Board as conditions of the modifications, they would not be made a part of the license condition for the modifications.

Professional Qualifications Charles M. Tramell, III was in charge of a shift crew which operated the plant for training and engineering testing.
I was responsible for the training and nuclear qualification of assigned officers and enlisted men.
From 1967 until 1974, I was employed by P:,lic Service Electric and Gas Company where I was responsible initially for the Preliminary Safety Analysis Report for the Salem fluclear Generating Station. Later, I attended the Westinghouse Reactor Operator Training frogram (10 months) which led to certification of equivalency as Reactor Operator thereby establishing eligibility for a " cold" senior reactor operator license at Salem.
In 1969, I was promoted to Reactor Engineer at the Salem station where I was responsibic for developing physics and core performance tests and /uel handling procedures while the plant was under construction.
Training at Westinghouse fluclear Operations Division and startup testing experience at Indian Point, Ginna, H. B. Robinson and Surry stations led to qualification as nuclear engineer in accordance with AflSI Standard N18.1.
In September 1973, I was promoted to the position of Quality
~
Assurance Engineer at the Salem site, where I was responsible for developing the quality assurance program for.the operational phase of'the Salem station.
I have held my position with the Commission since September 1974.
I have participated in numerous safety and environmental reviews of all types of comercial nuclear power plants, including testifying as an expert witness in the Trojan Spent Feel Pool E.vansion haring.
