Dear Mr. Helfrich:

Than'K you for your September 19, 1979 memorandum which foraarded Executive Branch views on license application XSNM01477 to export enriched uranium as UF6 to Spain for eventual use as fuel in the JEN-1 research reactor.

We note that your analysis and the accompanying Spanish Government assurance letter do not cover the facilities in which the UF6 will be first converted and subsequently fabricated into fuel elements for the JEN-1 reactor.

We would appreciate it if you could supplement your analysis to cover these intermediate facilities in Spain and alsc obtain the necessary revised Spanish assurances as soon as possible in order to facilitate final ConTaission review of this case.

As,a related matter we noted in a July 17 cable (Madrid 10045) the. JEN Director Pascual provided to the Embassy in Madrid cocies of a study entitled

" Criteria for Physical Security cf Nuclear Installations" coupled with a statement by Pascual describing the background to the study.

These documents were to have been pouched to State /0ES/ NET but we understand that they have not yet arrived. While the report may not be germane to this particular case we believe that it would have a bearing on our overall analysis of the physi-cal security provisions in Spain and should therefore be provided to NRC as soon as it is received by State.
