NRC Inspection 79-15 Docket No. 50-312 License No. DPR-54 Rancho Seco Muclear Generating Station Unit No. 1 Centlemen:
In reply to your inspection conducted by Mr.
R. Thomas on July 23-26, 1979, we offer the following corrective actions to assure full compliance with NRC requirements.
Appendix A of your letter notes the following infraction:
"Section 6.11 of Appendix A of the Technical Specifications states that procedures for personnel radiation protection shall be prepared consistent with the requirements of 10 CFR Part 20 and shall be approved, maintained and adhered to for all operations involving personnel radiation exposure. AP 105, Radiation Control Manual, contains the procedures intended to implement this requirement.
Section 3.3.1 of AP.305 states that a film badge along with a direct reading dosineter will be issued to station personnel whose work requires they enter controlled areas and that the film badge is the officin1 record of radiation dose received.
" Contrary to the above, two uniformed security helpers, who had been performing fire watch duties in the controlled area of the Auxiliary Building on July 22, 1979, wore only a low range pocket dosimeter on their person.
A discussion with the individuals indicated that film badges had not been assigned as stipulated by Section 3.3.1 of the SMUD Radiation Control Manual."

. )h SMUD REPLY As stated in the details of the laspection, the District agreed to take specific corrective actions.
These actions were made effective July 25, 1979, and verified by your inspector on July 26, 1979.
The corrective actions were:
e 1.
All security helpers were issued film badges.
All new security guards and helpers will be issued film badges prior to being assigned to any duties in a " controlled" area.

The security guard at the access point to the controlled area of the Auxiliary Building will check to make certain that any personnel entering the controlled area has a film badge.
In addition, Security Plan Implementing Procedure (SPIP) No. 8 is being revised to add the film badging procedure for the security guards and helpers.
This revision will be completed by October 15, 1979.
SPIP No. 8 is the procedure which delineates all the training requirements for security personnel prior to their being assigned to specific duties at Rancho Seco Unit 1.
The corrective action taken assures that those activities you questioned are presently being conducted in full compliance with section 3.3.1 of the Radiation Control Manual and applicable NRC requirements.
