SUPPLEMENTAL RESPONES TO NRC INSPECTION FINDINGS SOUTil TEXAS PROJECT ELECTRIC GENERATING STATION DOCKET NOS. 50-498/79-08 and 50-499/79-08 REF:

Dear Mr. Seidle:

Inspection Report 79-0S i<'entified the failure to have a pro-cedure for nonitoring welding sperations as an item of noncompliance.

We felt that existing procedures adequately addressed the requirement in the Pittsburgh-Des Moines (PDM) Corporate Field Quality Assurance Manual.

(See PDM Field QA Manual, paragraph S.11 attached.) The IE Inspector did not agree that exist.ng procedures were adequate.

i Consequently, we issued a new procedure to resolve the difference.

As to recurrence control, our present P.0 ject Q at ity Assurance Plan (Sections 6.3.2 and 6.3.3) provides for the review and surveil-lance of activities and procedures to c..sure that procedures are written and issued to control activities affecting quality prior to the commencenent of the work.

We will coatinue to impicment the requirements of our Plan.

Very truly yours, "3
