This series has been developed te describe and make available to the public methods acceptable to the NRC staff of implementing specific parts of the Comnission's regulations and, in some cases, to delineate techniques used by the staff in evaluating specific

cerning certain of the information needed by the staff in its review of

I applications for permits and licenses.

The draft guide, temporarily identified by its task number, SC 521-4,

l is entitled " LWR Core Reloads; Guidance on Applications for Amendments to j

Operating Licenses and on Refueling and Startup Tests" and is intended for Division 1, " Power Reactors." It identifies the information needed by the NRC staff to conduct appropriate reviews when reactor refueling requires an j

i application for amendment of 'n operating license. This guide applies to all boiling water reactors and pressurized water reactors.

2 This draft guide and the associated value/ impact statement are being issued to involve the public in the early stages of the development of a regulatory position in this area. They have not received ccmplete staff review', have not been reviewed by the NRC Regulatory Requirements Review Comittee, and do not represent an official NRC staff position.

Public coments are beirg solicited on both drafts, the guide (including any implementation schedule) and the draft value/ impact statement. Ccements on the draf t value/ impact statement should be acccmpanied by supporting data.

Comments on both drafts should be sent to the Secretary of the Ccmmission, U.S. Nuclear Regulatory Ccmission, Washington, D.C. 20555, Attention: Decketing Md Service Branch, by December 3, 1979.

Although a time limit is given for ccaments on these draf ts, comments and suggestions in connection with (1) items for inclusion in guides currently being developed cr (2) improvements in all published guides are encouraged at any time.

Regulatory guides are available for inspection at the Commission's Public Document Roca,1717 H Street NW., Washington, D.C.
