Dear Dr. Morris:
In our letter of November 22, 1971, we requested an atendment to the ec=pletion date section to the Applicaticn for a Construction Permit filed on May 3, 1967 Subsequent discussions with members of your staff indicate that you require additional information identifying the causes of the delays that necessitated the requested change.
It is the intent of this letter to supply the required information.
In general, the prcblems encountered fell into three major catageries:
productivity, laber, and weather.
The following is an explanation of the various proble: areas:
PRODUCTIVITY - Productivity at the site has not met the predicted values that vere uced te preparc the initial schedules.
The original schedules were based upon productivity levels experienced in pcVer plant construction of prior years and did not consider the ec plexities of large nuclear.pcVer plants.
The current schedule reflects realistic productivity.
LABOR - There have been centinuing labor shcrtages in the TMI area.
This, ccupled with two major and several ciner strikes has delayed production.
The major shortages have been in the area of pipe fitters, velders, electricians, and iron vorkers. Workers in these catageries have been recruited frc as far away as Texas.
The two major strikes invclved the boiler :s':ers, who were cut for four conths during 1969, and the operating engineers and carpenters, who were cut for eleven veeks in mid-1971.
There have also been other minor strikes at the site.
EE.ATEER - The last two years have been parcicularly rniry and this hss restricted the anntmt of tima otra 41 ohl a fnw entgide *,.c;h, Hopefully, this fulfill,s the requirements for infor=ation in this regard.
