Enviremental Technical Specifications Section 5.6.2.h (Ite= #2, con-cerning changes made in, or proposed for Per=its and/or Licenses),

ve forwarded you a letter, dated January lb,1977 (attached for ycur reference) which included all those licenses and per=its which are required by Federal, State, Local and Regional authorities for the protection of the environ =ent.

In that letter we indicated which of these permits were either being applied for, or which were unaer revision.

We direct your attentien to ite #5 of that letter, which references our application for an Industrial Waste Permit. We have recently been granted that permit (IWP # 2276209), and enclose it for your information, as required by the above-referenced IMI-l Enviren= ental Technical Specifica-tions.

We also have recently applied to the Pennsylvania Dera. of Environ = ental Resources for Anend=ents to Industrial Waste Permits #227020h and #2276209, and to the United States Enviren= ental Protective Agency,for A=end=ents to NPDES pemit #0009920, to allev the use of NALCO hl-L as a corresien inhibiter at TMI.

In accordance with the above referenced Enviren= ental Technical Specifications, enclosed please find cur applications for those permit amend =ents and the letter of approval which we have received frc=

the PADER. The EPA has not, as yet, responded to cur a=endment request.

As NALCO hl-L is proposed for use in closed systems, and vill be implemented only upon the approval cf the appropriate regulating agencies, it is cur esti=ation that the environ = ental impact, associated with the use of NALCO hl-L in the closed cooling syste=s at DC, vill be negligible. This deter =inatien is based en the fact that any leakage vill be treeted by a low-volu=e, Non-Radioactive Waste Treatment Facility, which has the capacity for reducing pollutants to levels which meet both EPA and DER 1453 133 limitations.

. permits and certificates required by Federal, State, Local and Regional authorities for the protection of the enviren=ent...", includes only cur Industrial Wastes and N? DES per=its.

If our interpretation of this Environmental Technical Specification is in errer, please previde us with a listing of those per=its to which the quotation indicated above applies.
