The change.was to. remove the open vent valve penalty under which B&W reactors must operate, plus new pressure temperature core protection 1.imits. curves... Release.fran the vent valve.

calculations due to improper. incorporation.of the. penalty for densification.

In conversations on SeptemberT17,.1976.wkth, representatives of B&W regarding thermal margins available.to. offset fiel. rod bowing penalties it was brought out.that. approval of the TMI. Tech Spec ' hange c

would create problems for rod bowing..The proposed Tech Specs take full credit for the vent valve. penalty.in the pressure-temperature core protection curves (Figures 2.1-1, 2.1 3, and 2.3-1).. The B&W personnel pointed out that if a portion (4%) of the 11.5% themal margin due to the vent valve. penalty is used to offset the densification error and the present core protection curves are used then the remaining 7.5% themal margin will be.available to offset rod bowing penalties. Use of the proposed. Tech. Specs with the new curves would necessitate restricted operation.of.TMI when the rod bowing penalties are irposed.

Based on the above infomation we.recocnend that the proposed Tech Scec change (No. 36) not be. approved.in.its. entirety. At the present granting release fran the open vent valve penalty would be advisable. However, approval of curves defining new curve protection limits would not be advisable until the effect of rod bowing is resolved.
