Metr.opol?ian Edison Company Three Mile Island Nuclear Station, Unit 1 (TMI-1) p Decket No. 50-289 Iicense No. DPR-50 Inspection No. 77-01 Restonse to Attarent Violation Attr dt Violatien A Technical Specification Section 6.11 states that radiatien protection procedures shall be prepared consistent with the requirements of 10 CFR 20 and shall be approved, maintained and adhered to for all operations involving personnel radiation exposures.

Procedure HPP 1715 " Operation and Calibration of the Thermoluminescent Dosimetry Systca", developed pursuant to the above, specifies infor=ation to be entered in the Iog Book when operating the TLD equipment and, in Revision No. 2, dated September 10, 1976, requires that the Icg Bock will be reviewed and then signed and dated by a Radiation Protection Foreman /

Supervisor at this time.

Contrary to the above as identified by a review of the Icg Book on January 12, 1977, there were recurrent emissions of required Log Book entries and there vere no veekly entries or signatures by any Foreman or Supervisor after September 10, 1976.

A review was conducted of the requirements delineated in HPP 1715 to determine the best method to insure that pertinent dosimetry information is brought to the attention of the appropriate supervisor. The informatien can most efficiently be recorded and reviewed by use of data sheets submitted to the supervisor rather than by use of the Log Book. A procedure change has been submitted which deletes the requirements of the Icg Ecok, but requires that all necessary information be submitted for review to the Radiation Protection Supervisor / Fore =an en appropriate data sheets, thereby insuring that all desimetry information receives the necessary review.

The procedure revisien vill be in effect by March 11, 1977, and shculd avoid further items of noncompliance.
