In the memorandtm, 3. Levine to R. S. Boyd, dated May 9,1969, Metropolitan I:dison Comonny/ Jersey Central rover & Light Conrany Three Mile Island Nuclear Station Unit 2, Containment and Class I Structural Review, it was indicated that the applicant's proposed surveillance program for the Three Mile Island Unit 2 is con-sidered to bc inanecuate. Reactor Technology oelieves that permanently embedded instrumentation in tne concrete can and should be utilized to detect structural degradation resulting from the detcrioration of tne prestressed tendons. Tne basis for requiring this instrumentetion concerns an apparent lack of confidence tnat the corrosion protection provided by grouting is " absolute".

The applicant does not believe in either the use or the need for this instrumentation because the information obtained requires interpretation and evaluation. He contends that it would not provide a direct means of determining tne status of the tendons and containment structure. As an alternate the applicant has proposed periodic testing of the containment at the t9 psig pressure for surveillance of the containment throughout the LO-year plant life.

He indicates that appropriate measurements vould be tasen.

In orcer to complete tne review of the Tnree Mile Island Unit 2 we snell need to develop a formal ORL position regarding tendon surveillance requirements. I suggest an early management meeting on this matter.
