c Peter A. Morris, Director Director of Reactor Licensing THREE MILE ISLAND STATION - UNIT 1 DOCKET NO. 50-239 This concerns the inadequate response by the applicant contained in Amendments Nos.15 and 17 to the following question which was listed in my memo of July 29, 1970.

"The comparison for a single degree-of-freedom modal method identified in " Seismic Analysis of Equipment Mounted on a Massive Structure," J. H. Biggs and m

J. M. Roesset and referenced in GAI Report No.1729 may not be conservative for multi-mass systems (Three Mile Island).

Provide the basis for and the conservatism in the use of this method by demonstrating equivalency to a multi-mass time history method (applicable to the Three Mile Island Site).

Alternatively, other theoretical methods or experimental analyses and tests may be submitted in justification."

The applicant should be requested to provide an adequate and timely response to the above question.

resolution of this matter we suggest that the applicant be informed that an acceptable response may be either the approach specified in the Beaver Valley Plant response to a similar question, (Refer to " Safety Evaluation by Division of Reactor Licensing in the matter of Duquesne Light Company, Pennsylvania Power Company and 01:1o Edison Company, Beaver Valley Power Station Docket No. 50-334" dated April 24,1970) or a
