SUBJEC's~

ACRS SUBCOMMITTEE MEETING ON HIREE MILE ISLAND - DOCKET NO. 50-289 On January 4,1968, a meeting was held at the H Street Offices with the ACRS Subcommittee on the Three Mile Island Plant to discuss Metropolitan Ediscn's application for construction permit. An attend-ance list is attached.

The following items were discussed by the S :bcommittee:

(1) thermal shock, (2) fuel failure, (3) sodium thiosulfate, (4) incore instrumentation, (5) xenon oscillations, (6) test program for safeguards, (7) core barrel check valves, (8) population, (9) missile impact on containment, and (10) revised ECCS.

The Subcommittee was assisted in its discussion of the thermal shock problems by its consultant, Dr. Paul Parris. After the discussion on thermal shock Dr. Parris requested that the applicant supply a more comple:e analysis of the stress distribution associated with cracking in the pressure vessel wall. The applicant will present more informa-tion on this subject at the full committee meeting.

On the subject of sodium thiosulfate as an iodine removal system the s taff noted that a dif ference remains between us and the applicant.

We believe that the research and development program should include tests that indicate the effect of spraying hot water into a cool containment atmosphere. All tests to date have been with the atmos-phere at the same temperature or at a higher temperature than the spray water.

The staff also differed from the applicant on the research and deve-lopment program to be conducted for the cc re barrel check valves. We believe that vibration tests on the valves should be performed.

The Subcommittee expressed particular interest in the population dis-tribution around the proposed site.

The applicant was reques ted to describe and justify the combined package of engineered safeguard.=

equipment to be provided for this plant in view of the relatively high population density.

FILES (Docket No. 50-289) January 10, 1968 The applicant was requested to make a presentation to the full commit-tee on the effect of an airplane impacting on the containment.

The applicant expressed its opinion that a large plane would not penetrate the containment vessel.

On January 5,1968, M. Libarkin called me and transmitted the following list of iteas which Dr. Isbin requested that the applicant make brief presentations cn at the full committee meeting:

(1) An introduction including a discussion of the Metropolitan Edison organization and the assignment of responsibilities to contractors.

(2)

Features of the site including population density and physical site characteristics.

(3) A description of the engineered safety features provided for the plant and the testing program which is planned for these features.

(4)

The research and development items which must be completed before operation of the reactor. This should include analytical studies and research performed by other organi-zations which is required before completion of the facility.

(5) A presentation of any further progress that has been made on the thermal shock qualifications.

(Part of a report prepared by Dr. Parris for the ACRS was sent to me for transmittal to the applicant on January 5.

The report describes an approach to the problem that Dr. Parris thinks would be acceptable as a minimum.)

(6) A description of the incore instrumentation and its in-tended use.

(7) Quality control procedures to be used during fabrication of equipment and construction of the plant.

Additional questions may be asked on instrumentation, thermal hydraulics and core physics.

Alra in regard to the Metropolitan Ediscn application, I had a ccnference call on January 8,1968, with Dr. Hall and Mr. Collings and Mr. Thorn of 35W.

The purpose of the call was to clarify to B&W the reservation en page 4 of the Seismic Design Report by Newmark & Hall en the combinatica of earthquake spectra.

Mr. Collines stated that B&W would check to make sure that there are no substantial deviations.
