NEWMA?JC ON C0!EA12MEIC CAPABILITY TO WITHSTAND AIRCRAIT STRI'G - DOCKET 50-289 On March 22, t968, I arranged a conference call with J. Proctor, Naval Ordnance Laboratory; J. Riera and H. Lorenz, Gilbert Associates; and Dr. Nathan M. Neumark, our seismic consultant who was in our offices.
We have asked Dr. Nesmark's assistance in evaluating the capability of the Metropolitan Edison Three Mile Island vital structures to withstand the impact of a large aircraf t.
I understand that Mr. R. DeYoung is handling contractual matters with Dr. Newmark for this review.
Mr. Lorenz described the method of arriving at the loading values on the contairnent, and Dr. Neumark indicated that it sounded more realistic than the method indicated in Amendments 8 and 9 to the application.
Dr. Neumark indicated, in answer to a question, that the increase in concrete shear strength would be relatively small at high strain rates but that the ecm-pressive strength might increase by 20"..
Mr. Lorenz asked if it would be acceptable to use static characteristics after the stresses due to dynamic loading had been calculated and Dr. Newmark indicated that this would be acceptable.
Dr. Newmark will not be available to attend the ACRS meeting on April 4 or 5 but will review the material to be subiaitted in Amendment 10 and give us his cocnents.
I gave Dr. Newmark a copy of the draft information on loading during impact that we received on March 20.
