PRELIMINARY NOTIFICATION July 2, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-207 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Subject:
TIMELY REPORTING OF INFORMATION On May 21, 1979, Toledo Edison Company conducted a scheduled 18-month surveillance calibration of pressure switches in the Auxiliary Feedwater System.
The test showed that six pressure switches were out of calibration.
The licensee submitted a 30-day report as required by the Technical Specifications; however, this information was not reported to the NRC in response to questions from the staff concerning malfunctions in the Auxiliary Feedwater System.
As such, this malfunction was not considered by the staff in preparation of the SER relative to resumption of operations.
Region III has initiated an investigation to determine the circumstances associated with Toledo Edison's failure to make the NRC aware of this additional malfunction of the Auxiliary Feedwater System in response to specific questions by the staff in this regard.
RIII does not plan to make a press release regarding this matter; however, media interest is anticipated because of the postponement of the Commission Meeting regarding lifting of the Shutdown Order.
The State of Ohio has Leen informed.
